(1) First of all, let us be clear, lead (Pb) is virtually everywhere in the Baltimore metropolitan area :it is in the air we breathe, in the water we drink we drink and use, in the food and drink compounds we ingest, dust, soil, plants, and many consumer products that are imported from out of the country, in many pre-1978 built houses and apartments, etc.
(2) The Occupational Safety and Health Administration (OSHA) defines lead poisoning as having a lead blood level ("LBL") of 10 microliters//decaliter.
(3) Some of the key qualities about lead (Pb) that make it so useful --- but at the same time so harmful to humans--- are as follows: Lead is a malleable, utilitarian, heavy metal (Atomic Number 82), that does not dissolve in water, is not biodegradable,  and does not dissipate nor decay nor burn. Lead lasts, and lasts, and lasts.
(4) A blood lead level test  reflects lead exposure only within the last 90 days of the test.
(5) It is said that about one in five children in urban areas like Baltimore are affected by lead poisoning. Lead is particularly harmful to children under the age of 6.
(6) Baltimore banned the interior use of lead paint in Baltimore public housing in 1951
(7) Baltimore banned the interior use of lead paint in all Baltimore housing in 1966.
(8) The Federal government outlawed the consumer use of lead paint in 1978.
