Lead (Pb) illnesses are a public health problem in Baltimore, as well as in other metropolitan jurisdictions in the United States.

Lead is virtually everywhere in our society - including the air we breathe, the water we drink, and items that we ingest and inhale such as foods. etc. However, the most prevalent targets for toxic lead claims in Baltimore area are lead paint in  residential units (including both houses and apartments).

Potential as well as actual residential landlords should be aware of the possible lead paint problems frequently presented in pre-1978 built houses and apartments. Lead has been used abundantly for construction and industrial purposes, including leaded paint, in the United States since Colonial times. For example, the use of white lead began in Colonial times and ultimately peaked in 1922. In 1951, Baltimore banned the use of lead pigment in interior paint in Baltimore housing --- the first such restriction in the country. In 1978, the federal government banned completely consumer uses of lead paint.

Landlords should begin developing their lead paint defenses when purchasing the rental property.  Have the property inspected for lead before purchasing it.  After the purchase, good maintenance of the rental property, adequate notice to the tenants, and good record-keeping/documentationbecome paramount to successful avoidance of, and prevailing in, lead paint claims and lawsuits.
