Documented and/or registered lead paint abatement (removal) by residential landlords in Baltimore is crucial for both the tenant and the landlord --- particularly in residences built before 1978. Lead is considered to be a public health problem in the city, therefore the issue demands the landlord's full attention. However, Maryland and Federal law require that landlords use certified and professional workers in their lead abatement of rental apartments and houses.
Maryland law, for example. mandates that anyone who acts as a contractor or supervisor for the purpose of abating lead paint must be accredited by the Maryland Department of the Environment (MDE). Workers who perform purposeful lead abatement shall be trained by a training provider approved by MDE.
Landlords should be aware that residences built in Baltimore before 1978 may very well contain lead paint; and that residences built before 1950 in Baltimore are very likely to contain lead paint.
