AMERICAN--UNITED STATES LEAD PAINT POISONING DEFENSE

Unfortunately for the average residential rental property landlord of pre-1978 built houses and apartments in the United States, the majority of lead paint poisoning claims and lawsuits are made against them. This is the case despite good-faith efforts by many of these small-time ( one to three units) landlords to abide by the laws and rules of lead abatement, notice to tenants, certifications, etc.
The simple fact is that residential landlords are not always at fault for tenant lead poisoning.

Another simple fact is that lead is virtually everywhere these days, and particularly in older and large metropolitan  areas such as Baltimore, Philadelphia, Newark, New York, Boston, etc. These areas, particularly, have been very popular locations for industrial sites (where lead has been used prevalently), as well as older pre-1978 constructed residences, government and commercial buildings etc.  At this point in earth's history, not only is lead virtually everywhere(at least in so-called civilized societies) --- it lasts, and lasts, and lasts... forever. For example, lead (Pb) has a scientific "half-life" in soil of over 1,000 years ! It is estimated by most knowledgeable researchers that there currently exists multi-millions of metric tons of lead in the earth's environment.

By most accounts, lead has been mined and used on earth for over 6,000 years (since about 2,000 B.C.).  Lead is a malleable, heavy metal (Atomic Number 82), that does not decay, nor dissolve in water, nor dissipate, nor burn. Though quite utilitarian (useful), it essentially does not go away. The best defense against lead paint poisoning, then, is an all-out assault on the actual source of the lead.
