Lead poisoning is a major health issue in Baltimore and throughout other older metropolitan areas in the United States. It is particularly a health hazard for children under the age of 6. The lead problem has been in Baltimore for over a century, and it continues to this day. Essentially, lead is virtually everywhere in inner city Baltimore: in the air we breathe, in the water we drink and use, in the food and drinks we consume, in the soil, in the flowers, plants and trees, in pre-1978 built houses and apartments, in other buildings such as schools, government offices and commercial establishments, and in many other products and sources.

Lead (Pb) is a malleable, utilitarian, heavy metal (Atomic Number 82) that does not dissolve in water, nor dissipate, nor decay, nor burn. Lead just lasts, and lasts, and lasts. Lead has been mined and used by "civilized" societies, cultures and countries for over 6,000 years (since about 2,000 (B. C.). Consequently, some researchers estimate that there are currently multi-millions of metric tons of lead in the earth's environment.

For landlords of pre-1978 built residential housing, the key problem with lead is lead-based paint.
For the prudent and serious Baltimore landlord, however,  following these simple tips should help make their lead poisoning defense easy:

Development of the lead paint poisoning defense begins with  knowledge, a proper attitude about being a landlord, and adequate resources. Otherwise, if these traits are missing, you can forget about being a successful residential landlord in Baltimore.

Care and investigation should be taken by the potential property purchaser before deciding to purchase the pre-1978 built residential property. Once purchased and pre- renting, the landlord must  lead-abate or de-lead (remove all lead, including lead-based paint) from the property. Under Federal and Maryland state law, all lead abatement work must be done by Maryland Department of the Environment (MDE)-certified contractors and workers, or other Federally-certified lead removal workers.  No uncertified handymen, please.

There are local, state and Federal laws concerning NOTICE to all tenants regarding lead and the rental property. These laws regarding notice must be followed..

Finally, the prudent landlords always maintain good record-keeping on both tenants and the property
(Tenant and property files). I recommend these records be preserved for at least 21 years .
