It is an established fact that lead poisoning is a serious medical problem; and particularly so for children under the age of six. Lead poisoning, however, can occur from more sources than just the lead-based paint in pre-1978 built houses in apartments. Lead is everywhere, particularly in major metropolitan East Coast cities which have older residences, such as Baltimore, Philadelphia, Boston and New York, etc. Obviously, lead abatement is crucial in these cities, but not only in housing.

Lead has been mined and used on earth for over 6,000 years (since 4,000 B.C.). Why? Because it has been a useful, utilitarian metal. Lead is a malleable and heavy metal (Atomic Number 82) that does not decay, dissolve in water, dissipate, nor burn. Lead just lasts, and lasts, and lasts. Essentially, lead lasts forever. It is estimated by some researchers that, after over 6,000 years of mining and use, there are many millions of metric tons of lead still remaining in the earth's environment. in addition, lead continues to be mined and used in many countries outside of the United States.

Even when medical attempts are made to remove lead from the human body, the removed lead cannot be destroyed. Lead continues to last in the environment.

Lead is everywhere : in the air we breathe, in the water we drink and use, the soil, plants and flowers and trees, the food and drink compounds we consume, cooking utensils, ceramics and pottery, cosmetics, playgrounds and sandboxes, hobbies, industrial sites (current and past), many other consumer and industrial products, government and commercial buildings and, of course, many pre-1978 built houses and apartments.

For landlords and landowners of pre-1978 built residential rental units, I consistently recommend the following tips: (1) keep GOOD MAINTENANCE on the rental properties; (2) insure ADEQUATE AND LAWFUL contact and notice about lead issues with the tenants; and (3) MAINTAIN GOOD RECORD-KEEPING  (Tenant/Property files) on tenants and the rental properties.
