The security clearance appeals process varies to some degree or extent depending upon the particular government organization where the person is employed.  The security clearance appeals process generally proceeds according to the following steps:

1. Security concerns by the agency are ordinarily raised at the clearance investigation stage.

2. After a security concern is raised through an investigation, the next step involves a security review by the agency adjudicator.  For most government contractors and federal employees, theses concerns are reviewed by the Department of Defense Central Clearance Facility (DoDCAF) in Fot Meade, Maryland.

3. When a security clearance is not approved, the DoDCAF or other government agency (depending on the individual's place of employment) issues a Statement of Reasons (SOR) that becomes the focus point of a security clearance appeal.
