The security clearance appeals process varies to some extent depending upon the government agency where the employee is employed. The security clearance appeals process generally proceeds according to the about three steps:
1. Security concerns by the agency are ordinarily raised at the clearance investigation stage.
2. After a security concern is raised through an investigation, the next step involves a security review by the agency adjudicator. for most government contractors and federal employees, these concerns are reviewed by the Department of Defense Central Clearance Facility (DoDCAF) in Fort Meade, Maryland.
3. When a security clearance is not approved, the DoDCAF or other government agency (depending upon the individual's place of employment0 issues a Statement of Reasons (SOR) that becomes the focus of a security clearance appeal.
